Clue 2A-1 – Procedure 4030 and Procedure 2040

Agents, this clue requires a two-step infiltration.

Step 1 – Procedure 4030 (Budget Development and Budget Amendment)

1. Open Procedure 4030.
2. Navigate to Section II.A.4.
3. Locate the day of the month on which the budget is forwarded to the Chancellor.
4. Record that number.

Step 2 – Procedure 2040 (Development and Adoption of Policies)

1. Open Procedure 2040.
2. Scroll to the bottom of the procedure.
3. Locate the adoption date.
4. Extract the day of the month from the adoption date in May 1985.
5. Record that number.

Step 3 – Classified Calculation Subtract the second number from the first:

[Procedure 4030 day] − [Procedure 2040 adoption day] = Your Stage 2A Number

Record this number in your Agent Log.
